The signing of a commercial treaty with the United States threw Japan into a period of internal political dissension. The years 1854-1868 were a period of warring factions and shifting allegiances which threatened several times to break into civil war. Two popular slogans characterize the period: “Expel the barbarians” and “Revere the emperor.”
